If you look at the source code, it appears they started on the garland theme and did some heavy modifications. As far as I can see it's not available for download (yet).
Yet again, a 3rd party uses Drupal to do a module download site far better than drupal.org itself. Jquery did it too. Can we please allow votingapi and fivestar on drupal.org? I know there are more issues involved, but thats a fundamental one.
I agree with Moshe. It would not make drupal.org more useful in technical means - but it could improve user-friendliness in some way.
But probably it's a stuffing problem, is it? It's maybe a lot of work to do that. Possibly you could announce a kind of a design competition?
The Java inventors using Drupal, cool! And this is a really interesting Garland mod.

There is a GHOP task for this: Redesign the project releases download overview table to display more releases of a project. This is a first step. There is also a task to completely redesign the download pages, but I can't seem to track that one down now. I have good hopes that some good results will come from this.
